I'm going to temporarily close this, we've never had an exact minute bid before. I'm going to consult a law student and lawyer I trust who have nothing to do with this league and see what they think based on our rules as written now.

General rules of interpretation are to take the statute at face value before using any other methods of interpretation. Whenever possible, you want to go with the plain language, and not interpret the language as ambiguous if there is a plain meaning. So, my intuition is to go with Manager A. Manager B might have an argument in there somewhere about ambiguity and intent, but it isn't nearly as persuasive to me.
Manager A’s argument looks like this: My bid was placed at 2:20 p.m. Because there are no seconds counted in this "world", my bid should be considered to have been made at 2:20:00, as that is the only time available (so in theory, the “times” are 2:20:00, 2:21:00, and so forth). A bid can only be made at one of the “available” times. So, with the language meaning “after a week of inactivity”, it should be said that the week ended on 2:19:00 for purposes of this particular bid, and a new week began on 2:20:00—making the player unavailable for auction.
Therefore, sorry Jason, since Dan can't really make a ruling, I'd say Charles Johnson was inactive for an entire week as of the end of 2:19, and so he should be Dan's player
