No Josh M. Once the time has expired on a pick, the next pick can make his selection. If he has made it, the clock starts on the next person, etc... Josh L can make his selection at any time, but the next person on the board is Jim G. who can select any time from here until the end of his pick time line.

Mr. Edgar worded my ruling on this perfectly. A manager has until the end of his time slot to be exclusively on the clock. After that, any managers who are ready can make their pick in succession, and the original manager can pick whenever he's ready. So in this case, sorry josh, but Manuel came off the board when Edgar jumped ahead of you. Hopefully you see this soon and get another pick in.
