y would that be a no? and its like trading the rights to a player or getting a no trade clause you should be able to do something with it

You can trade a play you franchise tagged...if that what you mean...there is no negotiations to worry about so you sign them as soon as you say i franchise that player. Otherwise I'm pretty sure no.
